What is latest Navigator FREE version? Can't Get past 12

What is latest Navigator FREE version? I install3ed the new setup utility which shows as v15, but when I run install on PC, it installs v12. I tried completely uninstalling v12 and reinstalling, but the same thing happens. I was using v12 for a while before I tried this upgrade.

The latest version is 15.0.2 - and this really isn't displayed on the bottom right corner of the Navigator FREE, when started?

Delete setup file from /Navigator folder and try once again.
