Navigator Truck Activation

HelloWe got this Problem we want put in Navigator Truck Software in a Software Deployment Package but its not possible for us to connect to the Internet for security reasons to activate it. Its Possible to get some "hard licene file" to put in without any activation to internet or media key/activation key send back?thank you
