'Allow Navigator to make and manage phone calls' (Android)

Why other software like this is working without it, but here this permission is 'required' without an option to start an application if not granted?
You are saying about 'muting only'... so I would prefer to live without this function and with minimum number of apps on my mobile managing phone calls...
That's about security, privacy...
