"Blue" Menus not showing recognisable characters

I have installed Navigator Free v.14 on a WinCE6 device which came with a working, stripped down IGO8. It almost looks as though Navigator has installed non-displayable characters or failed to load a full language (English requested during setup). Blue menus show most letters and numbers as unfilled rectangles.
I've found the missing .dtd and .xml files elsewhere and replaced them so there are now working maps and GUI type menus but I can't really select anything else.
Advice most welcome.

see if you have Tahoma font there

Thnks Tomas, a good start. Some language is in English, menus generally in Thai or similar.

I removed all the localisation files except the English and, on startup, I was asked to confirm "English" then all went well. I've replaced the localisation files and it's still all in English.
