I have a ThinkPad X220 Tablet with Windows 7 with internal Sierra Wireless MC8355 (Gobi) GPS. In Settings, Navigator Free 12.3.0 connects to the GPS receiver (so I see it as connected on COM5), but the coordinates are 0; the time is also wrong (not up to date).
By enabling the GPS tracking in Windows, I see the GPS locks and gets coordinates, but they never get to the Navigator. I tried both with this GPS tracking enabled and disabled, but the result is the same -- no coordinates in Navigator. So, the main page of Navigator shows no coordinates and no location, much less navigation is available. But I downloaded maps and I can use them in Navigator, so once it gets coordinates, hopefully all will work.
