Possibility of setting an average speed

To calculate the fastest route, it could be useful to set an average speed for each kind of road.
As I understand, the settings in vehicle profile are maximum speeds.
On a highway the average speed is normally near the speed limit. But when I drive through a town, I can be happy when the average speed is 25 km/h instead of the allowed limit of 50 km/h.

It should anyway do so:But OSM must have the tunnel tag.
