Open street map on wiki is difference from mapfactor map?

Is it normal?Just check Tiraspol ,Moldava, the wiki open street map is good and comparable with Google map but downloaded mapfactor map just not so may street.Can I convert myself? If not, which navigation software I can use for self conversion? Thanks.

there is also discussion, old version is better.Where are old version before license change.My phone is window mobile 6.5 not andoid.
