I can confirm what hvdwolf wrote, that it is related to tag natural=coastline https://www.openstreetmap.org/way/134628100 which was used for earth_osm creation, but it is outdated for this part of the world.

Yes, this is wrong and it is the same problem like with island Greece/Lefkada - it unfortunately requires update or the "mainland" earth_osm :( ... so it will not change with "ordinary updates".

I would correct Tomas, that there is similar road, but tagged as "footpath": https://www.openstreetmap.org/way/311616362 and if you have selected car profile footpath is ignored and the position is snapped to the nearest non-footpath road
