No Map Update in France
Well, OSM is free source of data but it can also be broken by anybody. This relation needs to be fixed so it's valid relation. It should be a closed circle.

There are a lot of changes made by you 20 hours ago. Do you have an example where correctly tagged housenumber with street was there at least a month ago? These changes will not be visible until next month map is finished( around 11.11.).

Empty OSM map in Guadeloupe
Hi, The Guadeloupe map is fixed. It will be in beta maps for few days until full release. The problem was, that someone changed boundary:administration on relation to another one. Please try the new version. Thanks.

Samoa
You should be able to download the American Samoa and Independent state of Samoa from OSM map. You need to have beta maps checked for now.

If you change vehicle setting in urban areas it will change all roads with urban flag. So that should work just fine(with new script applied). It will still use the speed_limit in default behaviour though. There is unfortunately no average_speed tag…
