HD traffic on two devices

I have bought HD traffic on my tablet. Can I and if how use this purchase on my phone or do I have to buy it separately on my phone. Both devices use the same Google playstore account.

The answer seems to be no. They offer only a transfer from one device to another, not using one license on two devices the same time.
