Free 17 - How to sort (not optimize) waypoint?

In older Version it was possible to sort Waypoints in the table by touching and moving. In 17 this seem to be not possible..

On my 17.0.0 PC version (Windows 10) touching and moving still works like before.

what ccould be the reason that it doesn´t work on my new installation.
When I click on a Waypoint a blank frame apears whithout a greeen border as I was used before. With the green border moving was possible.

That is excactle what I was used to do.
Now only a blank square frame appears, doesn´t follow my finger.and disappears. The waypoint stays at his location.

Touchpad action is possible in the waypoint table. Touch on the screen of my Surface does not work.
With other Navigatorfunctions touching the screen works fine.

I have no idea why, for me it works, Windows 10
