If housenumbers are mapped correctly in OpenStreetMap, Navigator shows only the first an the last between to junctions of a street or between a junction and the end of street in higher zoom-level not at the building but at the roadside.

Stop route navigation in Navigator 11
Maybe the navigate/stop navigation-button is outside your visible screen. If display can#t show all buttons, there is a second screen. You get it wiping over display from right to left. HTH Michael

After updating to 11.0.19 under WM 6.5 it seems to me, that navigator free needs more than the double of time to start. I didn't change any other things on my smartphone.
