Minimize button not working in WinCE version
well, some devices do not work properly with minimize. Try to change in settings.xml "can_send_to_background" from "yes" to "no". It will hide the window instead.

The 11.0.28 is the version of Navigator (PC/Pocket/PND). Isn't it v.11.0.19 in your case version of Setup Utility? (if you start it you should see it in the right bottom corner).
