Road Restrictions in Italian Language

The 3 last voices in Italian (for me) are not very clear.12th voice: Strada a pedaggio it's that You use the street and after You pay (as in Italy)13th voice: Strada con pedaggio it's that You before pay and after use it (as in Czech)14th voice: Pedaggio it's that You pay to enter in the center of big town (as Rome or London) -or this voice it's the 12th and 13th togheter?Thank You

Toll road - you pay when you enter it
Charge road - you pay at a border, or yearly subscription
Congestion charge - large cities, nothing else
